About Us

Seabrook Strategies is a boutique government and Indigenous relations advisory firm supporting complex projects across Canada. Based in Victoria with regular work in Ottawa, the firm operates at the intersection of federal and provincial decision-making.

Seabrook’s current clientele is diverse and cuts across federal and provincial relations, with active mandates spanning First Nations clients, clean energy, professional sports labour and policy, film and production, tourism, and defence.
The firm is led by Terry Lalari, a senior advisor with deep experience across government, major infrastructure, and national trade.

Terry began his career in the Government of British Columbia, serving in senior political roles including Chief of Staff across multiple ministries under two premiers. He later led government relations at the Vancouver Fraser Port Authority, Canada’s largest port, advancing major infrastructure and trade-enabling projects, and has held Vice President roles in the energy and forestry sectors leading government relations for large-scale industrial operations.

Through these roles, Terry has built deep, active relationships across federal and provincial governments, Indigenous leadership, and industry—and a practical understanding of how decisions get made and how projects move forward.
